It shows that another character is taking over from Jigsaw (who has now died), but Jigsaw's presence is still going to be felt. I highly doubt anyone is going to be wearing Jigsaws face as a mask (since Jigsaws identity wasn't known by anyone who is alive at this point, it'd be kinda pointless).
